Legislation (or "statutory law") is law which has been promulgated or enacted by a legislature. Another source of law is judge-made law or case law. Before an item of legislation becomes law it may be known as a bill, and may be broadly referred to as "legislation", while it remains under consideration to distinguish it from other business. Legislation can have many purposes: to regulate, to authorize, to proscribe, to provide funds, to sanction, to grant, to declare or to restrict. It may be contrasted with a non-legislative act which is adopted by an executive or administrative body under the authority of a legislative act or for implementing a legislative act.
The basic function of Parliament is to make laws. All legislative proposals have to be brought in the form of Bills before Parliament. A Bill is a statute in draft and cannot become law unless it has received the approval of both the Houses of Parliament and the assent of the President of India. The process of law making begins with the introduction of a Bill in either House of Parliament. A Bill can be introduced either by a Minister or a member other than a Minister. In the former case, it is called a Government Bill and in the latter case, it is known as a Private Member's Bill.
Gazette of India Notifications are published and printed by the Department of Publications of the Government of India regularly. This is an authorised legal document of the Government of India containing the mode of operations under the law of the land. It may be mentioned here that this Publication Programme is executed as per the Government of India (Allocation of Business Rules) issued from time to time by the Cabinet Secretariat of the Republic of India.
The Gazette is a public journal, a newspaper of record, or simply a newspaper. In English-speaking and French-speaking countries, newspaper publishers have applied the name Gazette since the 17th century. Today, numerous weekly and daily newspapers bear the name The Gazette.
